 News Release June 9 through 16, 2020

Sheriff Scott Keeler reported deputies made 11 arrests during the week of June 9 through 16, 2020.

   Warrant Arrests

Donovan Williams- On June 15, Donovan Williams, 39, Osceola, was arrested by a St. Clair County deputy on a class A misdemeanor. Williams was booked and released pending formal charges.

The arrest comes after a St. Clair County deputy, while on routine patrol, ran a license plate on a vehicle. The license plate did not come back to that vehicle. The deputy pulled over the vehicle and made contact with the driver and passenger. The deputy asked for the driver's license, and he advised he did not have one. He admitted to being revoked. A records check revealed he was indeed revoked.

Jay Collins- On June 14, Jay Collins, 50, Lowry City, was arrested by a St. Clair County deputy on a class D felony domestic assault in the second degree. Collins was placed on a 24 hour hold pending formal charges.

The arrest comes after St. Clair County deputies were dispatched to a residence on NE Highway 13 in reference to a possible domestic in progress. When one deputy arrived on scene, he observed a male subject running through a field behind the residence and a female subject walking back to the residence. The deputies walked the field to search for the male subject. Lowry City Fire Department arrived on scene with a thermal imaging device to scan the area. The male subject, later identified as Collins, was taken into custody.

The female stated that she and Collins had been to a friend's house and had some drinks. She stated Collins was driving and just started going off, stopping the vehicle in the middle of the road. The female stated she got into the driver's seat and Collins got into the passenger seat. Collins began hitting the windshield until it shattered.

When they arrived back home the female was able to get into the house and lock it before Collins could get in.

Daniel Williams- On June 13, Daniel Williams, 46, unknown, was arrested on a St. Clair County warrant charging him with a class D felony possession of a controlled substance, a class D felony unlawful possession of a firearm, a class E felony resisting/interfering with arrest for a felony, and a class A misdemeanor unlawful possession of drug paraphernalia-prior drug offense. Bond is set at $20,000 cash or surety.

The warrant comes after St. Clair County deputies went to a residence in Quincy to do a well being check. While at the residence, the deputies were advised that Williams and his girlfriend were at the residence. The deputy spoke with Williams and his girlfriend and they did sign a consent to search their bedroom.

During the search, pill bottle with a green leafy residue were located along with two glass pipes with a white crystal like residue. A firearm was located under the bed.

When Williams was notified that he was being placed under arrest for outstanding warrants and the findings from the search, Williams resisted the deputies. Williams was tased for non-compliance and deputies were able to place handcuffs on his person.

Erika Bootier- On June 11, Erika Bootier, 28, Springfield, was arrested on a St. Clair County warrant charging her with a probation violation on original four counts of a class C felony forgery. Bond is set at $5,000 cash only.

The original charges stem from incidents in December 2014 when Bootier cashed four checks that were stolen from an individual.

Lyndsey Grooms- On June 11, Lyndsey Grooms, 26, Clinton, was arrested on a St. Clair County warrant charging her with a probation violation on an original class E felony delivery of 35 grams or less of marijuana or synthetic cannabinoid and a class A misdemeanor possession of marijuana/synthetic cannibinoid of 10 grams or less-prior drug offense. Bond is set at $2,500 cash or surety.

The original charges come after a St. Clair County deputy performed a traffic stop on the vehicle Grooms was driving in November of 2018. A record check revealed Grooms had a warrant out of Clinton Police Department for possession of a controlled substance. The deputy advised Grooms of her warrant and asked her to step out of the vehicle. Grooms began to reach into her pocket, at which time the deputy placed Grooms into handcuffs. Located inside her pocket was a container with a baggie of marijuana and a baggie containing a white crystal like substance. The substance did field test positive for methamphetamine.                        

Shyla Lawrence- On June 19, Shyla Lawrence, 43, Marshall, was arrested by a St. Clair County deputy on a class D felony possession of a controlled substance. Lawrence was booked and released pending formal charges.

The arrest comes after a St. Clair County deputy tried to perform an investigative stop on a vehicle. The deputy located the vehicle and observed a female running away from the vehicle. The deputy ordered the female to stop and return to the scene. The female complied.

The female, indentified as Lawrence, was told a K9 unit was called to the scene to perform an open air sniff test of the vehicle. The K9 did alert to the odor of narcotics. A search of the vehicle revealed a makeup bag inside a purse belonging to Lawrence. Inside the bag was a loaded syringe with a clear substance. Lawrence admitted the substance was methamphetamine.

Porsche Keith- On June 10, Porsche Keith, 28, Appleton City, was arrested by a St. Clair County deputy on a class D felony possession of a controlled substance. Keith was booked and released pending formal charges.

The arrest comes after the vehicle Keith was driving was pulled over for a moving violation. A K9 unit was on scene and performed an exterior sniff test of the vehicle. The K9 did alert to the odor of narcotics. The deputies asked the three occupants to exit the vehicle.

During the search, drug paraphernalia was located in the vicinity of the driver's seat. Keith admitted to the paraphernalia was hers. A further search of the vehicle revealed a glass pipe with a white crystal like residue. The pipe did field test positive for methamphetamine. All three occupants of the vehicle refused to claim the pipe as theirs.

Michael Burch- On June 10, Michael Burch, 32, Clinton, was arrested by a St. Clair County deputy on a class D felony possession of a controlled substance. Burch was booked and released pending formal charges.

The arrest comes after the vehicle Burch was a passenger in was pulled over for a moving violation. A K9 unit was on scene and performed an exterior sniff test of the vehicle. The K9 did alert to the odor of narcotics. The deputies asked the three occupants to exit the vehicle. Burch was checked for weapons and the deputy seen a cigar package in a pocket on Burch's person. Burch handed the package to the deputy and admitted there was marijuana in it.

During a search of the vehicle drug paraphernalia was located along with a glass pipe with a white crystal like residue on it. The glass pipe did field test positive for methamphetamine. All three occupants refused to claim the pipe as theirs.

Ronald Park- On June 10, Ronald Park, 63, Osceola, was arrested by a St. Clair County deputy on a class D felony possession of a controlled substance. Park was booked and released pending formal charges.

The arrest comes after the vehicle Park was a passenger in was pulled over for a moving violation. A K9 unit was on scene and performed an exterior sniff test of the vehicle. The K9 did alert to the odor of narcotics. The deputies asked the three occupants to exit the vehicle.

During a search of the vehicle drug paraphernalia was located along with a glass pipe with a white crystal like residue on it. The glass pipe did field test positive for methamphetamine. All three occupants refused to claim the pipe as theirs.

Heather Wilmore- On June 9, Heather Wilmore, 34, El Dorado Springs, was arrested on a St. Clair County warrant charging her with a probation violation on an original class D felony possession of a controlled substance and a class A misdemeanor unlawful possession of drug paraphernalia-prior drug offense. Bond is set at $5,000 cash only.

The arrest comes after St. Clair County deputies were advised of a careless and imprudent driver on Highway 13 in July of 2018. A search of the surrounding area revealed a car matching the description and license plates located at The Port Convenience Store. Deputies made contact with the driver and passenger of the vehicle, along with Willmore's two children. The Department of Family Services was notified and the children were released to their father. A K9 unit did an exterior sniff test of the vehicle and alerted to the presence of narcotics. A search of the vehicle revealed a baggie with a white crystal like substance and a glass pipe. The white crystal substance field tested positive for methamphetamine. Willmore admitted the drugs and glass pipe to be hers.

Steven Younce- On June 9, Steven Younce, 38, Kansas City, was arrested on a St. Clair County warrant charging him with a class C felony delivery of a controlled substance and a class D felony unlawful possession of a firearm. Bond is set at $25,000 cash or surety.

The warrant comes after a St. Clair County deputy performed a traffic stop on the vehicle Younce was driving for a moving violation. During conversation, the deputy asked for and was denied consent to search the vehicle. A K9 unit was dispatched to the scene. The K9 performed an open air sniff test of the vehicle. The K9 did alert to the odor of narcotics on the vehicle. The deputies performed a search of the vehicle. During the search a handgun was located under the passenger seat and a plastic baggie was located that contained a crystal like substance. The substance did field test positive for methamphetamine.
