 Sheriff Scott Keeler reported deputies made one arrest and took a report of stealing during the week of Jan. 15-19, 2018.

      Skyla Carroll- On Jan. 17, Skyla Carroll, 29, Osceola, was arrested on multiple St. Clair County warrants. Her charges are a class A misdemeanor assault in the third degree, two class D felonious possessions of a controlled substance, class A misdemeanor unlawful possession of drug paraphernalia, and an ordinance charge of driving while revoked or suspended. Total bond is set at $6,800 cash only.
      The charges stem from multiple investigations that involved Carroll. The assault charge comes from March 12, 2016, when Carroll forcibly attempted to remove her children from a house.
      One of the class D felony possession of a controlled substance and the class A misdemeanor unlawful possession of drug paraphernalia come from a St. Clair County investigation on Aug. 26, 2017, when a deputy did a search of a vehicle that Carroll was in and found some methamphetamine and a glass smoking pipe.
            The ordinance charge comes from the Osceola Police Department on Oct. 11, 2017.
            The second class D felony possession of a controlled substance charge comes from the Osceola Police Department on Jan. 2, 2017.

                                                                      Stealing in Osceola

            On Jan. 15, 2018 a St. Clair County deputy met with Travis Stark, Century Link employee, on SE 650 Road just east of the Weaubleau Creek Bridge in reference to stealing and property damage.
            Stark stated he received a call from a Century Link customer reporting his phone and a neighbor's phone was not working. Stark stated he, along with another employee, responded to the area to fix the issue. He also stated as they crossed the Weaubleau Creek Bridge he noticed foot prints in the snow leading up to the road side box owned by Century Link. He said the green plastic cover was on the box but was facing the wrong direction.
            Stark said they had just recently worked on the phone box and it was not like that when they left. He said upon further inspecting of the box, it was determined the ground wire had been removed without authorization. Stark said approximately six to twelve inches of ground wire was missing from inside the box.
            Stark indicated they checked the next phone box, approximately 50 yards east of the first box, and found more wires had been removed. Stark stated the amount of wire stolen from both boxes would only be worth about $30.00, but the repair cost would likely exceed $1,000.00 because they will have to dig into the dirt and replace more wire for it to be properly functional again.
            Photos and evidence were collected from the scene.
