The complete St. Clair County Sheriff’s Office News Release Nov. 20-27, 2017
Sheriff Scott Keeler reported deputies made six arrests, took a stealing report, a stolen vehicle report, and recovered a stolen vehicle during the week of Nov. 20-27, 2017.
Warrant Arrests

Micky Kottwitz
|
Micky Kottwitz- On Nov. 27, Micky Kottwitz, 42, Osceola, was arrested by a St. Clair County deputy on a class D felony possession of a controlled substance and a class D misdemeanor unlawful possession of drug paraphernalia. Kottwitz was booked and released pending formal charges.
The arrest comes after a St. Clair County deputy pulled over a vehicle for traffic violations. The driver gave the deputy consent to search the vehicle. The passenger, Kottwitz, admitted to having methamphetamines and drug paraphernalia on his person.

Joseph Figgins

Joseph Figgins- On Nov. 25, Joseph Figgins, 63, Marionville, was arrested on a misdemeanor D possession of marijuana/synthetic cannabinoid of 10 grams or less. Figgins was booked and released pending formal charges.
The arrest comes from a traffic stop, which Figgins was a passenger. It was found that Figgins had a baggie of marijuana hidden in his pants.

Matthew Guzman

Matthew Guzman- On Nov. 23, Matthew Guzman, 42, Kansas City, was arrested during a traffic stop for a warrant from Clay County charging him with a misdemeanor of non support. The Cass County warrant is for a felony probation violation. Total bond is set at $17,939 cash only.
The arrest comes from a traffic stop, where Guzman was a passenger in the vehicle. A record check showed he had outstanding warrants from Clay County and Cass County.

Oriana Lee

Oriana Lee- On Nov. 23, Oriana Lee, 26, Kansas City, was arrested on a St. Clair County warrant charging her with a class D felony possession of a controlled substance and a class A misdemeanor unlawful possession of drug paraphernalia. Total bond is set at $12,500.
The warrant comes after a traffic stop by a St. Clair County deputy. During the stop, Lee stated to the deputy, there was a glass methamphetamine pipe in the vehicle. After a search of the vehicle, the glass pipe and small baggies of methamphetamines were found.

Salomon Fregoso

Salomon Fregoso- On Nov. 21, Salomon Fregoso, 30, Osceola, was arrested by a St. Clair County deputy on a class A misdemeanor domestic assault in the fourth degree. Fregoso was booked and released pending formal charges.
The arrest stems from an investigation into a domestic assault at 102 Goodrich Dr. in which, Melissa Fregoso claimed that Salomon Fregoso tried to forcefully remove their infant son from her arms.

Cody Franklin

Cody Franklin- On Nov. 20, Cody Franklin, 28, Springfield, was arrested by a St. Clair County deputy during a traffic stop on a Greene County warrant for failure to appear in court on an original charge of domestic assault in the third degree. Bond is set at $1,000 cash or surety.

Stealing in Lowry City
On Nov. 21, a St. Clair County deputy arrived at the Dollar General store in Lowry City in reference to a stealing complaint. The deputy spoke with employees of the store about the incident. They stated they saw three white adult females and one juvenile white female removing products from the store. One female is described as having red hair.
The females exited the store and got into Chevrolet Suburban.
Video evidence was collected from the scene and a request for prosecution was signed.
Stolen Vehicle Recovered in St. Clair County
On Nov. 22, while patrolling south on U Highway, a St. Clair County deputy noticed a red pickup truck parked in the grass on the east side of the road. A check of the vehicle showed that it was reported stolen out of Polk County.
Polk County Sheriff’s Office was notified and the vehicle was taken custody of by a tow company.
Stolen Vehicle from Osceola
On Nov. 22, St. Clair County deputies arrived at NE U Highway in reference to a stolen vehicle.
Deputies spoke with Billy Wood II. He advised that at approximately 7:50 p.m. he noticed his vehicle missing from his driveway. He stated that he had just purchased the vehicle from his father and had yet to register it. The title for the vehicle was in it when it was stolen. Wood stated it was a 1991 Chevrolet pickup, red and silver in color with possible damage to the driver’s side rear bumper.
A suspect was named and a request for prosecution was signed.
