St. Clair County Sheriff’s Office News Updates Oct. 2-6, 2017

 Sheriff Scott Keeler reported deputies made three arrests during the week of Oct. 2-6, 2017.

Vincent Abell

            Vincent Abell- On Oct. 4, Vincent Abell, 36, homeless, was arrested on a class D felony of possession of a controlled substance except 35 grams or less of marijuana/synthetic cannabinoid. Bond is set at $10,000 cash or surety.

            The charge stems from an investigation into a domestic disturbance at Talley Bend campground. A St. Clair County deputy arrived at the campground and made contact with Abell and his wife, Kayla Abell, inside of their vehicle. The deputy noticed sores on the face and arms of both Abell and his wife and requested a K9 be dispatched to his location. Once on scene the K9 did and exterior sniff of the vehicle and alerted to the presence of narcotics. A search of the vehicle resulted in the finding of a plastic bag with a white powdery substance, which field tested positive for methamphetamine.

Tia Ragni

            Tia Ragni- On Oct. 3, Tia Ragni, 43, Clinton, was arrested on a class B misdemeanor for driving while intoxicated and a class A misdemeanor of hindering prosecution.

            St. Clair County deputies were responding to a possible domestic assault at Fulton Trailer Park when a vehicle leaving the scene was observed trying to go north in the southbound lane of Highway13. A male subject was standing by the stop sign at Truman Rd. and Highway 13, later identified as Michael Flegler. The deputies pulled the driver over and identified the driver as Tia Ragni. The deputy noticed a strong odor of alcohol on Ragni. The deputy conducted the standardized field sobriety tests on Ragni, which she failed. She was placed under arrest.

            She was asked about what had happened at the Fulton Trailer Park. She stated that her fiancé, Michael Flegler, and her brother had gotten into a verbal argument.

Michael Flegler

            Michael Flegler- On Oct. 3, Michael Flegler, 38, Inverness, FL, was arrested by a St. Clair County deputy on a Henry County warrant for failing to appear in court. Bond is set at $500 cash only.

            The arrest stems from an investigation into a possible domestic assault. Flegler was detained at the scene where his fiancé, Tia Ragni, was pulled over. While at the scene, Flegler was refusing to give the deputy his name. It was explained to him, that the deputies had to identify him before he would be released. Flegler stated his ID was in his wallet. He also stated that he had a warrant out of Clinton.
