Sheriff Scott Keeler reported deputies made 10 warrant arrests, took reports of property damage, and a stolen vehicle during the week of Aug. 14-21, 2017.

Christopher Helm

                Christopher Helm- On Aug. 20, Christopher Helm, 28, Kirkwood, was arrested on a St. Clair County warrant charging him with ten counts of a class D felony of statutory rape-second degree, one count of rape or attempted rape, and one count enticement or attempted enticement of a child.
             The charges stem from a St. Clair County Sheriff’s Office investigation that started in April after a 14-year-old juvenile disclosed information of a sexual relationship with Helm, a registered sex offender, that was ongoing for approximately six-months. The relationship started after Helm pursued the juvenile on the internet. At one point Helm forcibly raped the juvenile at a residence in St. Clair County. During the investigation it was discovered sex crimes also occurred in Henry County. Following Helm’s arrest search warrants were served in at his residence in Kirkwood and evidence was seized. Additional charges are pending on Helm in other jurisdictions. Bond is set at $250,000 cash only.

Justen Myers

            Justen Myers- On Aug. 18, Justen Myers, 29, Carthage, was arrested on two St. Clair County warrants. The first warrant charges Myers with failure to appear on a class E felony of domestic assault and a class E felony of unlawful use of a weapon. Bond is set at $5,000 cash only. The second warrant charges Myers with failure to appear on a class E felony of domestic assault. Bond is set at $15,000 cash or surety. Both cases stem from Osceola Police Department investigations in April 2017 and July 2017.

- On Aug. 17, Ola Roberts, 48, Appleton City, was arrested on a St. Clair County warrant charging her with a class D felony possession of controlled substance, a class D misdemeanor possession of marijuana, and a class D misdemeanor of unlawful possession of drug paraphernalia. Bond is set at $10,000 cash or surety.

            The charges stem from a St. Clair County Sheriff’s Office investigation the previous day when deputies and members of the Mid Missouri Multi Jurisdictional Drug Task Force were at a residence on Beech Street, Appleton City. During the investigation a glass pipe containing a white powdery and burned substance was located inside a black zippered bag. The items field test was positive for methamphetamine. A clear plastic bag containing burnt marijuana, a marijuana grinder, and two marijuana pipes were also located inside a black pouch.

Mitchell Gibbs

            Mitchell Gibbs- On Aug. 17, Mitchell Gibbs, 25, Joplin, was arrested on a St. Clair County warrant and four other warrants from various counties.

            Gibbs was arrested on a St. Clair County warrant for probation violation on an original class C felony charge of passing bad check-$500 or more. Gibbs also had a warrant from Vernon County charging him with misdemeanor passing a bad check. In Bates County, Mitchell is charged with class C felony passing a bad check-$500 or more. In Jasper County, he is charged with misdemeanor passing a bad check and in Cedar County, Mitchell is charged with four class C felony charges of passing a bad check-$500 or more. Total bond is set at $6,050 cash only.

            Samuel O’Bryan- On Aug. 17, Samuel O’Bryan, 51, Blue Springs, was arrested on a probation violation warrant on an original class C felony charge of possession of controlled substance. Bond is set at $5,000 cash only.

            The original charge stems from an investigation on April 9, 2016 when a St. Clair County deputy made a traffic stop on a recreational vehicle that O’Bryan was a passenger in. The vehicle was traveling south on Highway 13 turning west onto B Highway, Osceola, and the taillights were not working. During the investigation a glass pipe with a white powdery substance was located. The substance field tested positive for methamphetamine.

John Chiles Jr.

            John Chiles Jr.- On Aug. 17, John Chiles, 41, Deepwater, was arrested on an active felony probation revocation warrant on an original charge of assault. This is a no bond charge.

            Daniel Chiles (no photo)- On August 17, Daniel Chiles, 39, Deepwater, was arrested in St. Clair County on active warrants from Henry and Jackson County for failing to appear in court.  In Henry County Chiles is charged with driving while intoxicated. In Jackson County, he is charged with misdemeanor family offenses. Total bond is set at $5,612.77 cash only. Chiles was transported to the Henry County line and transferred to into their custody.

            Cynthia Chaluisant- On Aug. 16, Cynthia Chaluisant, 38, Collins, was arrested on probation violation from an original charge of possession of controlled substance. Bond is set at $5,000 cash only.

            The original charge stems from a St. Clair County Sheriff’s Office and Mid Missouri Multi Jurisdictional Drug Task Force investigation in April 26, 2013 at a residence on TT Highway, Osceola. During the investigation a glass pipe that contained white powder which field tested positive for methamphetamine was located in Chaluisant’s purse.

Shannon Knowles

          Shannon Knowles- On Aug. 16, Shannon Knowles, 46, Appleton City, was arrested on a St. Clair County warrant charging her with failure to appear on an original charge of possession of controlled substance. Bond is set at $5,000 cash only.

            The original charge stems from an incident on April 15, 2015 when St. Clair County deputies, members of the Mid Missouri Multi Jurisdictional Drug Task Force, and the Miller County SWAT Team served a search warrant at her residence on Miller Street, Appleton City. During the investigation, a small plastic bag containing a white substance that field tested positive for methamphetamine was located in a bedroom. Knowles allegedly admitted the methamphetamine was hers and stated it had been there for three years.

George Richey

            George Richey- On Aug. 14, George Richey, 55, Appleton City, was arrested on a St. Clair County warrant charging him with class A misdemeanor peace disturbance.  Bond is set at $5,000 cash or surety.

            The charge stems from a St. Clair County Sheriff’s Office investigation the same day when a deputy took a report from a female victim who stated Richey has been threatening to kill her family with a baseball bat. The female had a recording of the incident on her cell phone. She stated she was in fear for her life and filled out a request for prosecution

Property damage on B Highway

            On Aug. 20, a St. Clair County deputy took a report from Richard Powell about property damage to his field. Powell stated he found the gate to his field opened and tire tracks cut into the grass in a circular shape. A request for prosecution has been signed and suspects have been named.

Stolen vehicle from Gerster

            On Aug. 19, a St. Clair County deputy took a stealing call on SE 1147 Road, Gerster. Phyllis and Scott Thrush stated their black 2007 Kawasaki ATV was stolen out of the front yard of their residence. She said they last seen the ATV on Aug. 19 at approximately noon and noticed the ATV was gone at approximately 7:39 p.m. that same evening. She also said there was a padded gun rack on the front and a milk crate used to carry tools. The estimated value of the ATV is $7,151.54.
