Sheriff Scott Keeler reported deputies made 12 warrant arrests during the week of July 17-24, 2017. There were also two Court Case Updates.
Four arrested on drug charges in Appleton City
On July 24, four individuals were arrested on felony drug charges after the St. Clair County Sheriff’s Office assisted the Mid Missouri Multi Jurisdiction Drug Task Force with executing a search warrant at a residence on West Miller Street, Appleton City.

Shannon Knowles, 46, Appleton City, is charged with class D felony possession of a controlled substance, class E felony unlawful use of a weapon-subsection 11-possess weapon and a felony controlled substance, and class D misdemeanor unlawful possession of a drug paraphernalia. Bond is set at $15,000 cash or surety.

Robert Maxwell, 52, Warsaw, is charged with class D felony possession of a controlled substance, class E felony unlawful use of a weapon-subsection 11-possess weapon and a felony controlled substance, class A misdemeanor unlawful possession of drug paraphernalia-prior drug offense. Bond is set at $25,000 cash only.
During the investigation it was determined Maxwell is currently residing at the home with Knowles and also shares a bedroom with her. While executing the warrant a plastic bag containing a crystalline substance, a glass pipe with a white powdery and burned substance inside, and a Heritage .22 caliber revolver were located in their bedroom. The bag and pipe field tested positive for the presence of methamphetamine.

Bertha Lockwood, 54, Humansville, is charged with class D felony possession of a controlled substance, class D misdemeanor unlawful possession of a drug paraphernalia, and class D misdemeanor possession of marijuana. Bond is set at $15,000 cash or surety.

Mark DeForrest, 59, Appleton City, is charged with class D felony possession of a controlled substance and class A misdemeanor unlawful possession of drug paraphernalia-prior drug offense. Bond is set at $25,000 cash only.
During the investigation it was determined Lockwood and DeForrest also currently reside at the home and share a bedroom. While executing the warrant a cardboard box was located in their room. The box contained two plastic bags with a crystalline substance inside each, a clear plastic straw with a white powdery substance inside, a glass pipe with a white powdery and burned substance inside, a clear plastic bag containing marijuana, and a wooden pipe with burned substance inside. The bags and the straw field tested positive for the presence of methamphetamine.
Two plastic bags containing a crystalline substance were located in a pair of jean shorts with DeForrest’s wallet attached by a chain. A back pack containing a used hypodermic syringe, a spoon, and a straw with a white powdery substance was also located in their room. An envelope addressed to DeForrest was located inside the back pack. The substance inside one of the plastic bags and the straw field tested positive for the presence of methamphetamine.

Jesse Auten- On July 24, Jesse Auten, 34, Quincy, was arrested in St. Clair County on a Henry County warrant for failing to appear in court. Auten is charged with on an ordinance violation for improper registration from Clinton Police Department. Bond is set at $444.50 cash only.
Megan Shields- On July 21, Megan Shields, 29, Independence, was arrested on a St. Clair County warrant for probation violation on an original class C felony charge of possessing a controlled substance. The warrant was issued on July 13 and bond is set at $5,000 cash only.

The original charge stems from a St. Clair County Sheriff’s Office investigation in January 2014 when deputies along with members of the Mid Missouri Multi Jurisdictional Drug Task Force conducted a drug investigation at a residence on NE 364 Road, Osceola. The investigation revealed Shields to be in possession of methamphetamine.

Chelsea Burleson- On July 21, Chelsea Burleson, 26, Joplin, was arrested on a St. Clair County warrant charging her with class D felony possession of controlled substance. The warrant was issued on July 13 and bond $10,000 cash or surety. The charge stems from an Osceola Police Department investigation on June 26.
Pamela Williams- On July 21, Pamela Williams, 27, Osceola, was arrested in St. Clair County on a warrant from Johnson County for probation violation on an original class C felony charge of receiving stolen property. The warrant was issued on April 7 and bond is set at $25,000 cash only.

Williams was also arrested on a warrant from Henry County for failing to appear in court on an original class A misdemeanor charge of stealing leased or rented property. The warrant was issued on April 3 and bond is set at $102 cash only.

Woodrow Gray- On July 19, Woodrow Gray, 44, Appleton City, was arrested on a St. Clair County warrant charging him with four felony and two misdemeanor counts. Gray is charged with class C felony delivery of a controlled substance, class D felony possession of a controlled substance, two class E felony unlawful use of a weapon-subsection 11-possess weapon and a felony controlled substance, class D misdemeanor unlawful possession of drug paraphernalia, and class D misdemeanor possession of 10 grams or less of marijuana. The warrant was issued on June 28 and bond is set at $20,000 cash or surety.
On Feb. 2, a St. Clair County deputy conducted a traffic stop on a vehicle Gray was driving on Highway 82 near Roscoe. Members of the Mid Missouri Multi Jurisdictional Drug Task Force assisted deputies with the investigation and a small clear bag with a white powdery substance which field tested positive for methamphetamine was located along with a misdemeanor amount of marijuana in the vehicle. Gray was arrested and charged in that case.
The new charges stem from further investigation the same day which led to a search warrant being obtained for Gray’s residence on NW 601 Road, Appleton City. While the warrant was being served deputies located a large quantity of methamphetamine, a misdemeanor amount of marijuana, drug paraphernalia, firearms, and a large sum of cash in his residence.

Billie Atkinson- On July 19, Billie Atkinson, 33, Wheatland, was arrested on a St. Clair County warrant for failing to appear in court on several counts, class D felony possession of controlled substance, class A misdemeanor unlawful possession of drug paraphernalia, class B misdemeanor failure to register motor vehicle, an unclassified misdemeanor of no insurance, and class C misdemeanor failure to drive on right half of the roadway. Bond is set at $15,000 cash or surety.
The original charges stem from a St. Clair County Sheriff’s Office investigation on May 25 when deputies were patrolling on T Highway and conducted a traffic stop on a vehicle Atkinson was driving. During the investigation two glass pipes used to smoke methamphetamine were located in the vehicle. A glass pipe used to smoke marijuana was also located.
Richard Foster- On July 18, Richard Foster, 31, Clinton, was arrested on a St. Clair County warrant for failing to appear in court on an original class A misdemeanor charge of theft. The warrant was issued on March 20 and bond is set at $2,500 cash only.

Foster was also arrested on warrants from Henry County and the Montrose Police Department for failing to appear in court. The warrant from Henry County charges Foster with misdemeanor possession of marijuana, unlawful use of drug paraphernalia, theft, no insurance, operating a vehicle without a valid driver’s license, and no seat belt. The charges stem from a Missouri State Highway Patrol investigation on October 13, 2016. The original charge from Montrose Police Department is an ordinance violation for no insurance on August 11, 2016. Total bond on the two charges is $560 cash only.

John Snethen- On July 17, John Snethen, 40, Collins, was arrested on a St. Clair County warrant charging him with class D felony abuse of a child and class A misdemeanor domestic assault-fourth degree-first offense. The warrant was issued the same day and bond is set at $10,000 cash only.
The charges stem from a St. Clair County Sheriff’s Office investigation the previous day when deputies took a report of domestic violence on SE 1151 Road, Collins.
During the investigation it was discovered Snethen allegedly punched a juvenile in the head with his fist and stated he would to snap the individual’s neck. Snethen was taken into custody pending the formal charge.

Stolen motorcycle recovered in Collins
On July 22, a St. Clair County deputy received information in reference to the location of a stolen motorcycle at a residence on SE 871 Road, Collins. During the investigation a 2004 Honda Rebel CMX 250 was located on the property. The motorcycle checked stolen out of Hume. The motorcycle was towed and the owner notified.
