Sheriff Scott Keeler reported deputies made three warrant arrests and took reports of items being stolen from vehicles during the first part of the week June 12-15, 2017. There is also one Court Case Update.
Investigation in Appleton City leads
to two arrests for felony drug possession

On June 14, Kenneth Herdman, 65, and Tamara Herdman, 50, both of Appleton City, were arrested on felony St. Clair County warrants. Kenneth Herdman is charged with two counts of class D felony possession of a controlled substance. He is also charged with class E felony unlawful use of a weapon (possess weapon and a felony controlled substance.) His bond is set at $15,000 cash or surety. Tamara Herdman is charged with class D felony possession of a controlled substance and class D misdemeanor unlawful possession of drug paraphernalia. Her bond is set at $10,000 cash or surety.

The charges stem from a St. Clair County Sheriff’s Office and Mid Missouri Multi Jurisdictional Drug Task Force investigation during the early morning hours the same day at a residence on East Second Street, Appleton City. During the investigation a Cobra .38 special loaded with two rounds was located in Kenneth Herdman’s pants pocket. Another RG .38 special with six rounds of was located in a shoulder holster under his left arm. In another pocket a container with 17 Alprazolam, a schedule four controlled substance, was located.
A small clear re-closable plastic bag with a white powder substance was found inside a shared bedroom of Kenneth and Tamara. A white powder substance was also located in two long handled wooden shaker containers hanging on a wall in the bedroom. Each of the items field tested positive for the presence of methamphetamine.
During the investigation deputies noticed Tamara Herdman throwing something away from her person outside. A search located a broken portion of a clear glass pipe with a white powder and burned substance inside it. The substance inside the pipe field tested positive for the presence of methamphetamine.
Items reported stolen from
vehicles near SE 801 Road, Collins
On June 15, a St. Clair County deputy took a stealing report on SE 801 Road, Collins. Adam Haas reported two vehicles were gone through and paperwork from the vehicle were scattered. He reported his wife’s make-up was stolen from one of the vehicles.
On June 15, a St. Clair County deputy took a stealing report on SE 801 Road, Collins. Don Hash reported multiple vehicles were entered and paperwork was scattered, Hash reported a cellular phone missing from one of the vehicles.
On June 14, a St. Clair County deputy took a stealing report on SE 871 Road, Collins. Thomas McConnaughey reported someone broke into his Chevrolet truck. The deputy noticed the glove box and console in the truck open with papers and miscellaneous items scattered throughout the vehicle. He stated it appeared the only thing missing was a set of keys.
The same day, a St. Clair County deputy took a stealing report on SE 801 Road, Collins. Charlette Redburn and Donnie Burns reported someone entered her pickup truck and also Burns' pickup truck. Redburn stated both trucks had been ransacked with consoles and glove boxes left open. Papers and personal items were scattered and thrown on the floor. The lower door trim of the driver’s side door of Burns' truck was also damaged. Several compact disks were reported missing from the truck. This case is currently under investigation.

Clinton Oehring- On June 14, Clinton Oehring, 26, Rockville, was arrested on two outstanding felony warrants, one from St. Clair County and one from Cass County.
The warrant from St. Clair County was issued on June 1 for a probation violation on an original class C felony charge of possessing a controlled substance and class D felony resisting arrest for a felony. Bond is set at $5,000 cash only.
The original charges stem from an incident on Aug. 16, 2016 when St. Clair County deputies were on patrol on H Highway and conducted a traffic stop on a vehicle Oehring was driving. When contact was first made with Oehring he identified himself as another individual. During the investigation a clear glass container with residue inside that field tested positive for methamphetamine was located in his possession. While being taken into custody, Oehring fled on foot and was taken into custody after a short chase. A bag with a white powdery substance that field tested positive for methamphetamine was also located in the vehicle.
The warrant from Cass County was issued on May 15 for failing to appear in court on a class C felony charge of receiving stolen property. Bond is set at $25,000 cash only. The charge stems from a Cass County Sheriff’s Office investigation on Oct. 13, 2014.
