Sheriff Scott Keeler reported deputies made three warrant arrests and took a report of property damage during the first part of the week May 1-5, 2017. Two arrest warrants were issued and there are two court case updates.
Warrant arrests
Michael Mullen- On May 3, Michael Mullen, 37, Urich, was arrested on a St. Clair County warrant charging him with class D felony possession of a controlled substance and class D misdemeanor unlawful possession of drug paraphernalia. Total bond is set at $12,500 cash or surety.

The charges stem from an incident the previous day when a deputy conducted a traffic stop on a vehicle Mullen was a passenger in on Highway D and North Center Road, Lowry City. During the investigation cellophane from a cigarette wrapper containing a crystalline residue that field tested positive for methamphetamine was located. Mullen made admissions the residue belonged to him and also produced an unused syringe from his sock.

David Burns- On May 2, David Burns, 37, El Dorado Springs, was arrested on a St. Clair County warrant charging him with class A misdemeanor resisting/interfering with arrest, detention or stop, and class D misdemeanor driving while revoked. Total bond is set at $5,000.00 cash only.
The charges stem from a St. Clair County Sheriff’s Office investigation on March 3, when a deputy conducted a traffic stop at the junction of SW 1371 Road and SW 850 Road, El Dorado Springs. While conducting the stop the driver fled on foot. Two passengers in the vehicle failed to cooperate with the investigation to identify the driver. Further investigation indentified Burns as the individual who fled on foot.

James Shoemaker- On May 2, James Shoemaker, 32, Kansas City, was arrested on a Saint Clair County warrant for failing to appear in court on an ordinance violation for speeding 11-15 miles per hour over the limit. The original charge stemmed from an Osceola Police Department investigation on May 29, 2016. Bond is set at $193 cash only.

Property damage reported in Appleton City
On May 2, St. Clair County deputies took a report of property damage on East Third Street, Appleton City. Michael Barber reported a window was broken on his recreational vehicle parked on side of his house outside his fence. Barber did not have an estimated cost of the repairs.

Shannon Knowles- On May 2, a St. Clair County arrest warrant was issued for Shannon Knowles, 46, Appleton City. Knowles is charged with failing to appear in court on a class C felony count of possessing a controlled substance. Bond is set at $5,000 cash only.
The charge stems from an incident on April 15, 2015 when St. Clair County deputies, members of the Mid Missouri Multi Jurisdictional Drug Task Force, and the Miller County SWAT Team served a search warrant at Knowles’ residence on Miller Street, Appleton City. During the investigation, a small plastic bag containing a white substance that field tested positive for methamphetamine was located in a bedroom. Knowles allegedly admitted the methamphetamine was hers and stated it had been there for three years.

West Ford- On May 1, a St. Clair County arrest warrant was issued for West Ford, 46, Saint Ann. Ford is charged with failing to appear in court on a class B felony count of possession with intent to distribute a controlled substance and a class C felony count of possessing of a controlled substance. Bond is set at $20,000 cash or surety.
The charges stem from an investigation on April 26, 2016 when a St. Clair County deputy conducted a traffic stop on Highway 13 southbound near CC Highway, Osceola. Ford was a passenger in the vehicle. During the investigation Ford was found to be in possession of heroin. Members of the Mid Missouri Multi Jurisdiction Drug Task Force assisted with the investigation.
