St. Clair County Sheriff Scott Keeler said deputies made 11 warrant arrests and took reports of stealing, burglary, and a noise complaint during the week of March 21-28. The sheriff reminded citizens a youth seat belt mobilization campaign will continue through March 31.

Vehicle stereo stolen on NE 501 Road

     On March 28, a St. Clair County deputy took a stealing report on NE 501 Road, Osceola, Wayne Morton reported someone stole an AM/FM CD player from his 1999 Ford F250.

Noise complaint

     On March 23, a St. Clair County deputy took a noise complaint on North Hickory Street, Appleton City. David Scrivner reported a neighbor was playing their radio too loud. A request for prosecution was signed.

Medication reported stolen in Appleton City

     On March 26, a St. Clair County deputy took a theft report on East Second Street, Appleton City. Daylon Turner reported three bottles of medications missing from the medicine cabinet. Turner described the medications as Flexeril, Trazodone and Hydrocodone.

Burglary in Lowry City

     On March 23, a St. Clair County deputy took a burglary complaint at Scott's Holiday Corral, on Highway 13, Lowry City. Harold Scott reported approximately 10 recreational vehicles on his lot had their doors unlocked and were gone through. He noted one had a window broke out of it.  Another had a stereo pulled out of the dash and a flat screen television and wall mount pulled out of the wall, causing damage to multiple places on the wall. Scott noted the recreational vehicles and campers are all owned by different parties.

Update to stolen medications report

     Medications reported stolen on March 19 have been located. George Henderson reported several medications were stolen from his residence on NE 1076 Road, Lowry City. On March 22, Henderson reported he located his medications that he believed were stolen.

Warrant arrests

John King

     John King- On March 25, John King, 25, Weaubleau, was arrested on a St. Clair County warrant charging him with a probation violation on an original class C felony possession of a controlled substance charge. Bond is set at $5,000 cash only. The warrant was issued March 7 and the original charge stems from a traffic stop in April 2014 conducted by the Osceola Police Department. During the investigation Xanax was located in King’s vehicle.  

Rebecca Terrill

     Rebecca Terrill- On March 25, Rebecca Terrill, 29, Osceola, was arrested on a St. Clair County warrant charging her with class B misdemeanor driving while intoxicated. Bond is set at $1,500 cash or surety. The charge stems from a St. Clair County Sheriff’s Office investigation on March 12 when a deputy made contact with Terrill at the Crows Crossing boat ramp area. Admissions were made to operating a vehicle and consuming alcohol prior to the contact with the deputy.

Nathan Roscoe

     Nathan Roscoe- On March 24, Nathan Roscoe, 32, Branson West, was arrested on warrants from St. Clair County and Osceola Police Department (OPD) for failing to appear in court. The county warrant charges Roscoe with misdemeanor driving while revoked and the OPD warrant is for speeding 36-40 miles per hour over. Total bond is set at $1,480.50. Both charges stem from OPD investigation in August 2015.

Sarah Wright

     Sarah Wright and Jason Norris- On March 22, Sarah Wright, 29, Springfield, and Jason Norris, 40, Kansas City, were arrested on St. Clair County warrants charging them each with one count of  class C felony possession of a controlled substance. Bond is set at $15,000 cash or surety on each individual.

     The charges stem from an incident during the morning hours the same day when a St. Clair County deputy conducted a traffic stop for careless and imprudent driving on Highway 13 south of B Highway, Osceola. During the investigation several syringes were located in the vehicle along with other drug paraphernalia. Both Wright and Norris were found to be in possession of items that field tested positive for methamphetamine.

Charles Yoss

     Charles Yoss- On March 21, Charles Yoss, 59, Appleton City, was arrested on a St. Clair County warrant charging him with class C felony possession of a controlled substance. Bond is set at $20,000 cash or surety. The charge stems from an incident the same day when a St. Clair County deputy was dispatched to Yoss’ residence on Beech Street, Appleton City, in reference to a disturbance. During the investigation a glass pipe that field tested positive for methamphetamine was located inside his residence.

Paul Rotert

     Paul Rotert- On March 22, Paul Rotert, 50, Appleton City, was arrested on a St. Clair County warrant charging him with class C felony possession of a controlled substance. Bond is set at $25,000 cash or surety. The charge stems from an incident the previous day when St. Clair County Sheriff’s Office deputies and members of the Mid Missouri Multi Jurisdiction Drug Task Force were at a residence on Beech Street, Appleton City, in reference to a drug investigation. During the investigation Rotert was found to be in possession of a substance that field tested positive for methamphetamine.

     Rotert was also arrested on a Cass County warrant for failing to appear in court on a misdemeanor charge of driving while revoked. Bond on that charge is set at $5,000 cash only.

Collin Casey

     Collin Casey- On March 23, Collin Casey, 23, Osceola, was arrested on a St. Clair County warrant charging him with an unclassified misdemeanor of supplying liquor to a minor. Bond is set at $2,500 cash or surety. The charge stems from an incident on March 11 when St. Clair County Sheriff’s Office conducted a compliance check at Casey’s General Store, Osceola, regarding the selling of alcohol to minors. During the investigation, Casey allegedly sold alcohol to an 18-year-old minor that was being utilized as part of the investigation.

George Harper Jr.

     George Harper Jr.- On March 23, George Harper Jr., 57, Osceola, was arrested on a St. Clair County warrant charging him with three misdemeanor counts, unlawful use of a weapon-discharge along highway and two counts of assault third degree. Bond is set at $5,000 cash or surety. The charges stem from an investigation on Feb. 1, when a St. Clair County deputy took a report in reference to Harper allegedly firing two shots at a vehicle traveling on NE 450 Road, Osceola. There were two occupants in the vehicle.

Christopher Bradford

     Christopher Bradford- On March 22, Christopher Bradford, 37, Neosho, was arrested on a St. Clair County warrant for a probation violation on an original class A misdemeanor charge of non support. Bond is set at $5,000 cash only. The warrant was issued on Jan. 20.

     Marsha Duffy- On March 22, Marsha Duffy, 39, Osceola, was arrested on a St. Clair County warrant charging her with class D felony driving while revoked. Bond is set at $1,000 cash or surety. The warrant was issued the same day and stems from an Osceola Police Department investigation on Feb. 21.

Samantha Taylor

     Samantha Taylor- On March 24, Samantha Taylor, 28, Deepwater, was arrested by another agency on a St. Clair County warrant charging her with two counts of class A misdemeanor domestic assault-third degree. Total bond is set at $7,500 cash or surety. The warrant was issued on March 22 and the charges stem from an incident on Jan. 30 when a St Clair County deputy responded to a call of a female making threats to another individual at an apartment on South Mahan Street, Lowry City. During the investigation it was discovered Taylor entered a residence, uninvited, of another individual placing them in apprehension of immediate physical injury. Taylor allegedly pushed her way through another family member and threatened to cut the throat of the individual.

     Raymond Breshears- On March 24, Raymond Breshears, 35, Lowry City, was arrested in Henry County on a St. Clair County warrant charging him with class B felony endangering the welfare of a child creating substantial risk-first degree. Bond is set at $20,000 cash or surety.

     The charge stems from a St. Clair County Sheriff’s Office investigation on March 2. During the investigation it was discovered Breshears drove to an area south of Lakeland School in Lowry City, and picked up a 14 year old male juvenile. Breshears did not have permission from juvenile’s parents to pick him up. He allegedly drove the juvenile to Sedalia and abandoned him at the Amtrack train station. The Clinton Police Department and Henry County Sheriff’s Office assisted with the investigation.
