St. Clair County Sheriff Scott Keeler said deputies made 11 warrant arrests and took reports of vandalism and stealing during the week of March 7-14. Deputies conducted compliance checks at area businesses regarding selling alcohol to minors and hosted a Safe and Sober program at area schools. During routine patrols, four individuals were taken into custody for driving while intoxicated and two minors were issued citations for being in possession of alcohol.
Vandalism and stealing reported
On March 12, a St. Clair County deputy took a vandalism and stealing report near P Highway and First Street, Appleton City. Vince Engeman reported three pick-up trucks were sprayed with silver paint. The total damage to the vehicles was estimated at $1,500.
Engeman also reported a motor grader blade was stolen from his property located at P Highway and Second Street, Appleton City. The value of the blade was estimated at $500. The information was turned over to the Appleton City Police Department for investigation.
Compliance checks regarding selling alcohol to minors
On March 11, the St. Clair County Sheriff’s Office conducted compliance checks on several businesses regarding the selling of alcohol to minors. During the investigation, an 18-year-old minor was used to attempt a purchase of alcohol.
Sheriff Keeler explained of the 16 businesses where an underage purchase was attempted, one store clerk sold alcohol to a minor. The clerk was issued a citation for supplying liquor to a minor.
Four taken into custody for DWI over the weekend
While on routine patrols Friday, March 11 to Sunday, March 13, St. Clair County Sheriff’s Office deputies took four individuals into custody for suspicion of driving while intoxicated from. Formal charges are pending.
Two issued citations for minor in possession of alcohol
On March 10, two 18 year-old male minors were issued citations for being in possession of alcohol in the Collins area. A St. Clair County deputy initiated a traffic stop for a headlight out. During the investigation a box containing six cans of Budweiser beer was found sitting on the floor behind the passenger’s seat. Formal charges are pending on the two individuals.
Local students participate in Safe and Sober exercise
On March 10-11, St. Clair County Sheriff’s Office deputies visited students at Lakeland and Osceola high schools to present a program on the dangers of driving while intoxicated and the importance of being safe and sober on the roadways. The program consisted of an obstacle course using pedals cars, games and test that are similar to sobriety checks. Through the activities, students learned how alcohol and drugs can impair your sight, balance, hand and eye coordination.
On March 10, Dallas County Sheriff’s Office Sergeant Everett Kelly and Tina Kelly assisted St. Clair County deputies at Lakeland High School with the program.
On March 11, Safe Kids Coordinator Kevin Theilen from The Alliance of Southwest Missouri and Osceola Police Chief Devin Shumaker assisted the deputies with the program. All involved stated this program was a huge success.
Felony warrant arrests
Allen Bellew- On March 12, Allen Bellew, 37, Weaubleau, was arrested on a St. Clair County warrant for probation revocation on class D felony charge of failing to register as sex offender. Bond is set at $25,000 cash or surety. The warrant was issued in January 2014. The original charge stems from an incident in May 2011.

David Bailey Jr.- On March 11, David Bailey Jr., 36, Higginsville, was arrested on a St. Clair County warrant charging him with a probation violation on an original class A misdemeanor charge of non support. Bond is set at $5,000 cash only. The warrant was issued on Jan. 20.
Byron Potts- On March 13, Byron Potts, 51, Wheatland, was arrested on a St. Clair County warrant charging him with failing to appear in court on an original felony charge of non support. Bond is set at $1,000 cash only. The warrant was issued in December 2014.

Cory Baker- On March 8, Cory Baker, 26, Deepwater, was arrested in Osceola on several active Clay County warrants. Baker is charged with a no bond probation violation on a class D felony of resisting arrest. He is also charged failing to appear in court on ordinance violations of speeding, failure to register a motor vehicle, no insurance, driving while revoked, fail to signal, failing to stop at sign, and careless driving. Total bond on those charges is $2,150 cash only.

Kenneth Collins Jr.- On March 8, Kenneth Collins Jr., 31, Warrensburg, was arrested in Osceola on a Henry County warrant charging him with class C felony domestic assault-second degree. Bond is set at $10,000 cash or surety. The warrant was issued on March 4 and stems from an incident in January.

Andrew Loyd- On March 7, Andrew Loyd, 21, Nevada, was arrested in Osceola on two St. Clair County warrants. Loyd is charged with failing to appear in court on class B felony charge of distribution of a controlled substance. Bond is set at $5,000 cash only. The charges stem from an incident on Aug. 7, 2015 at his residence on Hailman Road, Osceola, when St. Clair County Sheriff’s Office deputies, members of the Mid Missouri Multi Jurisdiction Drug Task Force, and officers from the Osceola Police Department discovered approximately five-and-a-half ounces of marijuana and digital scales in the residence.
Loyd was also arrested on a St. Clair County warrant for commitment to serve six day sentence on a class A misdemeanor charge of domestic assault-third degree. The charge stems from an Osceola Police Department investigation in June 2015. In February, Loyd was found guilty and sentenced to serve six days in St. Clair County Jail.

David Woods- On March 10, David Woods, 46, Blairstown, was arrested on a St. Clair County warrant for failing to appear in court on an original class B misdemeanor charge of trespassing-first degree. Bond is set at $5,000 cash or surety. The original charge stems from an incident in September 28, 2015 when a St. Clair County deputy took a report of trespassing on SE 925 Road, Collins. Willie Ogden and Beverly Kimberlin reported stated they advised Woods to leave their property and not return. Woods allegedly came back on their property.

Bobby Louvier- On March 10, a St. Clair County deputy arrested Bobby Louvier, 33, Odessa, on a Belton Police Department warrant for failing to appear in court on a traffic violation. Bond is set at $150.00 or 10-percent cash.

Ronald Beck- On March 8, Ronald Beck, 37, Lowry City, was arrested on a St. Clair County warrant charging him with class A misdemeanor domestic assault-third degree. Bond is set at $5,000 cash or surety. The charge stems from an incident the day before when a St. Clair County deputy took a report in reference to a domestic assault that occurred at Beck’s residence in Twin Oaks Harbor. A female victim reported Beck assaulted her.

Bruce Bennett- On March 7, Bruce Bennett, 24, Deepwater, was arrested on a St. Clair County warrant charging him with class A misdemeanor domestic assault-third degree. Bond is set at $5,000 cash or surety. The charge stems from an incident the day before when a St. Clair County deputy took a report in reference to a domestic assault that occurred on NW 151 Road, Deepwater. Bennett allegedly assaulted a male family member.

Vanessa Barker- On March 6, Vanessa Barker, 35, Lowry City, was arrested in St. Clair County on active warrant from Linn County for failing to appear in court on a probation violation on an original misdemeanor charge of property damage. Bond is set at $959.50 cash only. The warrant was issued on Jan. 11.

Daniel Byrd- On March 7, a St. Clair County arrest warrant was issued for Daniel Byrd, 34, Kansas City, charging him with class C felony tampering with a motor vehicle-first degree. Bond is set at $15,000 cash or surety.
The charge stems from a St. Clair County Sheriff’s Office investigation on April 6, 2014 when a St. Clair County deputy was dispatched to take a report of a stolen vehicle on SE 400 Road, Collins. Richard Tucker reported a red 2000 Dodge Ram 1500 4X4 was stolen. He advised a .357 magnum lever action rifle valued at $450, a 455 Husqvarna chainsaw valued at $400 and some miscellaneous tools valued at $1,000 were in the truck. The next day the sheriff’s office was notified the Independence Police Department recovered the vehicle in Jackson County.

John King- On March 7, a St. Clair County arrest warrant was issued for John King, 25, Weaubleau, charging him with a probation violation on an original class C felony possession of a controlled substance charge. Bond is set at $5,000 cash only. The original charge stems from a traffic stop in April 2014 conducted by the Osceola Police Department. During the investigation Xanax was located in King’s vehicle.

Youth seat belt mobilization campaign
from March 15 to March 31
The St. Clair County Sheriff’s Office will join other law enforcement agencies across the state in supporting an aggressive youth seat belt mobilization campaign from March 15 to March 31. Its goal is to crack down on Missouri’s seat belt law violators and to reduce highway fatalities.
Only 68 percent of Missouri teens wear their seat belts when driving or riding in a motor vehicle. Eight out of 10 teens killed in traffic accidents are found without a seat belt on. Under the Graduated Driver’s License (GDL) law, teens are required to wear their seat belt as it’s a primary offense, meaning they can be pulled over solely for not wearing their seat belt.
“The safety of our youth is very important to me,” said Sheriff Scott Keeler. “Local motorists should be prepared for stepped up seat belt enforcement. Law enforcement will be out there to remind you that seat belts can and do save lives.”
The sheriff noted seat belt use is the single most effective way to protect people and reduce fatalities in motor vehicle crashes
“Drive Sober or Get Pulled Over”
St. Clair County Sheriff’s Office deputies will be out in full force as part of the annual nationwide St. Patrick’s Day Holiday “Drive Sober or Get Pulled Over” crackdown on drunk driving. The crackdown, which will include high-visibility enforcement throughout St. Clair County, will run from March 17-20, 2016.
The St. Clair County Sheriff’s Office will be aggressively looking for drunk drivers during the crackdown and will arrest anyone caught driving drunk.
Although it is illegal in all 50 States, the District of Columbia and Puerto Rico to drive drunk (having a blood alcohol concentration of .08 or higher), far too many people across the nation get behind the wheel after consuming too much alcohol. The latest statistics from the National Highway Traffic Safety Administration underscore the serious nature of the nation’s continuing drunk driving epidemic.
“Every year, about one third of all motor vehicle traffic deaths involve one or more impaired drivers or motorcycle operators,” said St. Clair County Sheriff Scott Keeler. “In 2015, 163 people were killed and 575 seriously injured on Missouri’s roadways in accidents that involved at least one substance-impaired driver.”
“Research has shown that high-visibility enforcement like the 'Drive Sober or Get Pulled Over' campaign reduces drunk driving fatalities by as much as 20 percent. By joining this nationwide effort, we will make St. Clair County’s roadways safer for everyone throughout the holiday,” said Sheriff Keeler.
“We want to remind everyone that getting behind the wheel drunk is a terrible idea. Unfortunately, not only does drinking impair your ability to operate a vehicle safely, it also impairs your judgment and good sense about whether you can, or should drive,” Sheriff Keeler said.
