St. Clair County Sheriff Scott Keeler said deputies made seven warrant arrests and took four stealing complaints during the week of Oct. 19-26.
Arrest warrant issued for Brookfield woman
On Oct. 26, a St. Clair County warrant was issued for Jacqueline Orr, 21, Brookfield, charging her with class D felony non support- total arrears in excess of 12 monthly payments due under order of support. Bond is set at $1,000 cash only.

Truck and revolver stolen on NE 1289 Road
On Oct. 25, a St. Clair County took a stealing complaint on NE 1289 Road, Osceola. Dennis Bryson reported a 2002 Ford F-150 four-door pickup truck and a H&R .22 caliber nine shot revolver were stolen from his property.
Floor jack stolen from barn on Highway 82
On Oct. 23, a St. Clair County deputy took a stealing report from Robert Harper. He reported a 2.5 ton Snap-on floor jack was stolen from his barn on 82 Highway. The estimated value of the jack was valued at $500.
Battery stolen from vehicle on TT Highway
On Oct. 23, a St. Clair County deputy took a stealing report on TT Highway. John and Sasha Bowen reported a battery was stolen from his 2002 Dodge Durango. The new battery was described as a Interstate deep cycle. It’s value was estimated at $120.
Four-wheeler and dirt bikes stolen on B Highway
On Oct. 23, a St. Clair County deputy took a stealing complaint on NE B Highway. Nicholas and Wendi McLerran reported a yellow 2001 Honda 400 EX four wheeler, a blue Yamaha PW50 50cc four-stroke dirt bike, and an orange and black KTM 50 cc two-stroke dirt bike stolen from his property. The total value of the items was estimated at $5,000.

Jesse Guillen- On Oct. 26, Jesse Guillen, 30, Independence, was arrested at the St. Clair County Jail on a Dallas County warrant for failing to appear in court on a class A misdemeanor charge of littering. The warrant was issued in Oct. 2012. Bond is set at $200 cash only.

Clinton Oehring- On Oct. 25, Clinton Oehring, 24, Appleton City, was arrested in St. Clair County on two active warrants from other jurisdictions. Oehring was arrested on a Cass County warrant charging him with class C felony receiving stolen property and a Vernon County warrant for failure to appear in court on an original charge of taking wildlife illegally. Total bond is set at $7,750.

Emilee Harper- On Oct. 25, Emilee Harper, 30, Lampe, was arrested in St. Clair County on a warrant from Christian County for failing to appear in court on an original misdemeanor charge of driving while revoked. Bond is set at $200 cash only.

Jon Milligan- On Oct. 23, Jon Milligan, 32, was arrested on a “no-bond” warrant for probation violation on an original charge of non support from Christian County.

George Harper Jr.- On Oct. 23, George Harper Jr., 56, Osceola, was arrested in St. Clair County on two warrants from Jackson County for failing to appear in court on misdemeanor charges. Total bond was set at $1,500 with 10-percent cash only.

Joseph Daugherty- On Oct. 22, Joseph Daugherty, 34, Clinton, was arrested on a St. Clair County warrant charging him with class C felony tampering with a victim in a felony prosecution. Bond is set at $20,000 cash or surety. The charge stems from an incident on Oct. 21 when Daugherty used social media to communicate with a victim in another case he is involved in.
In that case Daugherty is charged with a class A felony of kidnapping, a class B felony charge of burglary-first degree, and a class D felony of resisting arrest by fleeing. These charges stem from an incident that occurred in the early morning hours on May 26 when St. Clair County deputies were dispatched to a residence on E Highway in reference to a domestic assault in progress. As deputies were responding to the scene, information was received the suspect had left driving a white Cadillac. An attempt was made to stop the vehicle, but it was able to elude the deputies. Daugherty was an ex-live-in-boyfriend of a female living at the residence. He allegedly entered the residence carrying a hand gun, threatened to shoot the family members, and attempted to abduct a female.

Raymond Clausen-Laws- On Oct. 19, Raymond Clausen-Laws, 19, Clinton, was arrested on a St. Clair County warrant charging him with class C felony theft/stealing of a credit card. The warrant was issued on Oct. 15. Bond is set at $10,000 cash or surety.
The charges stem from an investigation that started on Oct. 9 when St. Clair County deputies took a report from Keyowna Stewart in reference to a stolen debit card. Stewart said her bank notified her someone had tried several times to use the debit card in Clinton. On Oct. 14 Stewart notified deputies she had located her debit card. She stated the card was sticking out from under a cigarette pack belonging to Clausen-Laws, her boyfriend at the time. Stewart recovered the card. Video footage from the bank’s automated teller machine was obtained and Clausen-Laws was identified as the suspect. Stewart noted she did not give Clausen-Laws her personal identification number or permission to use the card.
