St. Clair County Sheriff Scott Keeler said deputies responded to a variety of calls for service during the week of January 12-19. He said deputies made warrant arrests and took several reports of theft and property damage.
Osceola man arrested and charged
with sex crimes against a child

On Jan. 16, Timothy Smith, 36, Osceola, was arrested on a St. Clair County warrant charging him with an unclassified felony of statutory sodomy-first degree-deviate sexual intercourse with a person less than 14-years-old and class A felony child molestation-first degree-victim under 12-years-old.
The charges stem from an incident in May 2014 when Smith allegedly touched a juvenile inappropriately. The Osceola Police Department and the Missouri State Technical Assistance Team assisted with the investigation. Smith is being held in the St. Clair County Jail. Bond is set at $75,000 cash only.
Two arrested and charged with
endangering welfare of a child

On Jan. 18, Andrew Strotkamp, 25, Humansville, was arrested on a St. Clair County warrant charging him with two class C felony counts, endangering welfare of a child-first degree and abuse or neglect of a child. The warrant was issued the same day and the charges stem from incidents on September 1, 2014. Strotkamp’s wife, Laura Strotkamp, 44, Humansville, was also arrested and charged with class C felony endangering the welfare of a child-first degree stemming from the same incident.

An investigation by the sheriff’s office and the Missouri Department of Social Services Children’s Division discovered Andrew Strotkamp allegedly grabbed a juvenile, held them down on a couch and punched them in the face with a closed fist. Laura Strotkamp allegedly did not take the juvenile to the doctor following the incident. Bond is set at $10,000 cash or surety on each individual.
Thefts and property damage reported
On Jan. 19, a St. Clair County deputy took a theft report at Twin Oaks Harbor. David Powell reported a 2003 Polaris Trail Blazer, 2005 Polaris Phoenix, Stihl chain saw, trolling motor, and several batteries stolen from his property.
On Jan. 18, a St. Clair County deputy took a report of property damage in Twin Oaks Harbor. Susan Zink reported several items were damaged at the guard shack. She reported the air hose and reel were broken away from the building; a large flower pot, stop sign, chain and post were ran over and broken; and there was damage to a motion sensor and a large ice machine. Evidence was located at the scene and a suspect was named.
On Jan. 17, a St. Clair County deputy took a stealing report on ZZ Highway, Osceola. Curtis Sartin reported two were stolen from the back of a truck. Sartin said one chainsaw is a 20” Poulan Pro and the other is a 16” McCulloch. Total value of the saws was estimated at $275.
On Jan. 16, a St. Clair County deputy took a stealing complaint on MM Highway. James Wood reported his business sign for his taxidermy shop, Possum Hollow Taxidermy, is missing from the end of his driveway. The sign is a white metal sign with blue lettering and valued at $100.
On Jan. 16 a St. Clair County deputy took a stealing report at Twin Oaks Harbor. Ernie Edwards reported his red Chuckwagon utility vehicle was stolen. The value of the vehicle was estimated between $4,000 and $5,000.
On Jan. 16, a St. Clair County deputy took a theft report on NE 796 Private Road, Lowry City. Randall Green reported he had an estimated one cord of firewood stolen from his property. He noted the wood was cut, but not split. The value of the wood was estimated at $125.00.

On Jan. 18, Glen Collins Jr., 32, Appleton City, was arrested in St. Clair County on a no bond Barton County warrant for a probation violation on an original class C felony charge of burglary second degree. The warrant was issued in June 2014. The original charge stems from an incident in November 2011.

On Jan. 16, Todd Lee, 51, Springfield, was arrested on a St. Clair County warrant charging him with a class C felony of unlawful possession of a firearm. The warrant was issued on Jan. 15 and stems from an incident in October 2014. Bond is set at $10,000 cash or surety.

On Jan. 16, Jackie Younger, 60, Osceola, was arrested in St. Clair County on a Henry County warrant charging her with an unclassified felony of unlawfully obtaining public assistance benefits. The warrant was issued in November 2012 and stems from an incident in August 2010. Bond is set at $10,000 cash or surety.

On Jan. 14, Brad Larson, 56, Wichita, Ks, was arrested on a St. Clair County warrant charging him with two class C felonies of passing a bad check. The warrant was issued in August 2013 and stemmed from incidents on February 12-13, 2013. Bond is set at $5,000 cash or surety.

On Jan. 13, Camille Prentice, 25, Kansas City, was arrested on a St. Clair County warrant for a probation/parole violation on an original class C felony charge of possessing a controlled substance. The warrant was issued on Nov. 20 and bond is set at $1,500 cash only. The original charge stems from an incident on May 8, 2013.

On Jan. 13, Sandra Marconi, 44, Collins, was arrested on a St. Clair County warrant for failing to appear in court on a misdemeanor charge of driving while revoked/suspended - second or subsequent offense. The warrant was issued on Jan. 9. Bond is set at $1,000 cash or surety. The charge stems from an incident on February 17, 2013.

On Jan. 12, Jacob Harper, 24, Osceola, was arrested on three St. Clair County warrants, a probation and parole violation warrant on an original felony charge of theft/stealing, a misdemeanor charge of nonsupport, failing to appear in court on a misdemeanor charge of passing a bad check. Total bond is set at $2,500 cash only.
On Jan. 12, Jon Wagner, 38, Richmond, was arrested at the St. Clair County Sheriff's Office on two out of county warrants, a Henry County warrant for failing to appear in court on an original charge of no seat belt and a warrant from Dane County, Wisconsin for failing to appear in court on an original charge of contempt of court. Wagner was transported to the Henry County Jail for booking.
