The charge stems from a St. Clair County Sheriff’s Office investigation on July 27 when a deputy was notified of a careless driver traveling north on Highway 13, Osceola.  A traffic stop was conducted after the deputy observed the vehicle failing to maintain its lane. The deputy smelled a strong odor of an alcoholic beverage coming from inside the vehicle. Cowen stated he did not have a driver’s license. A check revealed his license is currently revoked in Tennessee for driving under the influence. Further investigation determined Cowen was intoxicated. He was taken into custody pending the formal charge.
